The breakthrough followed months of intensive surveillance, intelligence gathering, and technical intercepts by the NCB and Delhi Police. Officials revealed that the syndicate operated a highly organized trafficking chain, using Delhi as a key hub for distribution both within India and to overseas markets.
-
Key Arrests: The operation was initiated with the detention of Shane Waris (25), a sales manager from Amroha, Uttar Pradesh, who was picked up from Noida. Waris allegedly coordinated operations on instructions from foreign handlers, using fake SIM cards and encrypted communication apps like WhatsApp and Zangi. His interrogation provided crucial leads.
-
The Chhatarpur Raid: Acting on Waris’s inputs, NCB teams raided the Chhatarpur residence of Esther Kinimi (43), a native of Nagaland, who was allegedly using the flat as a major storage and delivery point for the cartel. The entire consignment of meth was recovered from her rented house, and she was subsequently arrested with assistance from the Nagaland Police.
-
Modus Operandi: Preliminary investigation indicates the cartel used multiple couriers, layered handlers, safe houses, and even employed logistics platforms (app-based delivery services) to move the illicit consignments discreetly.
Kingpin Operating From Abroad
Investigators have identified the alleged kingpin of the cartel, who is believed to be operating from a foreign location. Significantly, this individual is also wanted in connection with a separate major seizure of 82.5 kg of high-grade cocaine in Delhi last year. Authorities are now coordinating with international enforcement partners to track down the mastermind and secure his deportation to India to face legal proceedings.

Union Home Minister Amit Shah congratulated the joint team on the significant achievement, calling it a “brilliant example of seamless multi-agency coordination.”
